If we want to select something with magic wound tool first we need to click on color area and then right over the area and select similar to pick all the same color with exact same opacity.

Just click blue portion of the stripe, and the Magic Wand tool pick up all the other adjacent blue pixels after using similar option to right clicking. You can now simply alter the color of the blue squares to red or yellow in one fell swoop.

Although it take only one click to pick the blue stripe on the t-shirt, other high-contrast candidate may take a hardly few more clicks. And some images may require you to create a tweak or two to the Tolerance scenery to achieve the modification what you are looking for to make in that image
