Here is the conversion output of this tutorial-

Tutorial starting from now for your clear conception-

Step 1:  Open desire image in adobe Photoshop. Add a hue / saturation adjustment layer from the menu at the bottom of layer panel

Step 2: Change the drop down menu from master to each individual color channel and reduce the saturation slider for the best result

Step 3: select background layer, then go > select > color range. Change select type > sample color. Then click around the canvas to sample difference tone. Here need to adjust the fuzziness slider which can be adjusted to tune brightness

Step 4: Add a new layer white the color range selection is active, and then fill this area with white using backspace shortcut

Step 5: Reduce the opacity around 70- 80% to add some detail to this frosty overlay by allowing the original image to show through slightly

Step 6: Copy background layer, then drag it to top of the layer stick. Chase blending mode to soft light.

Step 7: Then reduce the opacity 20-30% to bring back some contrast to the image

Step 8: Add a solid color adjustment layer and select a bright cyan blue such #7bbdf6

Step 9: After that change the blending mode to soft light and reduce the opacity 10-20%

Step 10: Create new layer and fill it with white. Go to filter > noise > add noise; configure setting 100% Gaussian and monochromatic
